Transport sector consumed 35% of end use energy consumption in Hong Kong, which was second to the 38% for commercial sector, 18% in residential sector and 9% in industrial sector as reviewed in the "Hong Kong Energy End-use Data 2008" published by the Electrical and Mechanical Services Department. Without the emergence of extensive alternative fuel for transport, carbon dioxide emissions resulting from the combustion of petrol/diesel/fuel gas from transport would remain high. It is considered that necessary to raise the individual awareness of energy efficiency and conservation in the daily transportation, as a continual effort to maintain the energy saving momentum.

In 2006, the number of private cars in Hong Kong registered was 360,000 which constitute 65.2% of the total 553,000 motor vehicles registered in the same year.
